The ask

“We want to be transparent with you, our residents, about our police department's policies and procedures. We acknowledge that, while we strive to employ progressive policies and a culture of accountability among our ranks, we can always do better.”

Chief Jeremy Bowers, Piedmont Police Department, in the plan's opening message

What we did

We built the book around the department's vision, mission and three values, turned five key imperatives into chapters with strategy tables anyone can scan, and photographed the real people behind it: dispatch, patrol, records. The plan went out in print, as a PDF and as a digital flipbook.

“I thought of 440 CREATES a few days ago when I received a call from a law enforcement colleague who was thoroughly impressed with the Department's strategic plan. He literally said it was the best he's ever seen! ... We could not have produced what we did without 440 CREATES.”
